A document mentioned the criminal code of another country. Among other things it prohibits (slightly summarised) “vaginal, anal or oral penetration of a sexual nature with any bodily part or object”.
This presumably includes baby-making vaginal/penile sex.

I would rather not name the country, but you asked, so I will tell you it’s Vietnam, which is the 15th most populated country in the world, so there must be a lot of making babies going on.
What I quoted is an Australian legal officer’s summary in English of what the law says in Vietnamese, so I think the problem is translation and not legislative drafting. The problem with drafting legislation is that you want to ban those things without also banning these things, preferably without saying ‘penis’.
